Chuo University Korakuen Campus New Building 2

This project involved the construction of a new school building with state-of-the-art laboratories and other facilities to meet the schedule for the start of classes for Chuo University's newly established departments. Index Consulting served as the project manager for the New Building 2 construction project.
 
Project Challenges
 
The biggest challenge of this project was the schedule. With the start of classes scheduled for the new department, it was planned to house laboratories, laboratories, and a high school gymnasium as well as the university. The project required the demolition of the existing structure and tennis courts and the construction of a new building 2 in a short period of time.
 
Index Consulting's Solution
 
In order to complete the classrooms before the start of classes, we divided the building into two sections and adopted a two-phase delivery system, in which the portion related to the newly established department was delivered first and then the remaining portion was completed. In addition, we conducted bidding for the design and construction of the building using a lump-sum technical proposal system. We solicited proposals that met all the requirements for schedule, design, and functionality.
 
During the project period, in addition to the occurrence of the Great East Japan Earthquake, unexpected problems arose such as the discovery of buried cultural properties and underground obstacles, and the discovery of soil contamination and cleanup work. We also supported the execution of the project without delay, not only by holding the usual neighborhood briefing sessions, but also by negotiating with the neighborhood residents individually.
 
As for the schedule, which had been an issue, we were able to achieve an extremely short construction period, with partial handover in 15 months and completion in 22 months. As per the client's request, we were able to complete the facility before the opening of the new department.
 
In addition, by adopting a bidding process based on technical proposals, we were able to secure a flexible building that could accommodate a research and experimental environment, as well as a high school classroom and gymnasium, all for less than the budget.
