International Christian University Nasu Solar Power Plant

This project involves the construction of a new solar power generation facility on the vast Nasu campus in Tochigi Prefecture owned by International Christian University (ICU) to generate income from the sale of electricity. Index Consulting provided total support for the project, including basic planning, selection of a highly viable installation site, discussions with the power company, support for obtaining subsidies, and bidding and selection of a construction company. The study began in July 2013, and power sales actually began in July 2015.

With a number of issues that needed to be addressed, including the digitization of universities, the creation of attractive educational content, and the renewal of aging facilities, the client wanted to create a new business that could become a source of revenue for education.

ICU owns the Nasu Campus on the border of Fukushima and Tochigi prefectures, but most of the vast site of 970,000 m2 was forest. After hearing about the frequency of utilization and ICU's philosophy, we proposed a solar power generation project that would provide the highest efficiency on a limited amount of land, rather than a project to develop the forest, and it was adopted.
 
We selected flat land with potential for utilization from aerial photographs, identified land regulations and selected a candidate site, constructed a photovoltaic power plant on the site and developed a scheme for selling electricity using the Feed-in Tariff (FIT) system. In addition to drafting the basic plan, including a 20-year income and expenditure plan, we also conducted discussions with the power company, applications and discussions for obtaining subsidies, and provided bidding support for the selection of a construction company. In the end, we were able to realize a project that will generate profits of approximately one billion yen over 20 years. The profits are currently being used to fund scholarships and other educational programs for university students.
