Index Strategy|Apemenyim - Daboase Bypass Road PPP Project is Selected as Preparatory Survey for Private-Sector Investment Finance by Japan International Cooperation Agency

Index Consulting, Inc. serving as the representative proponent, has been awarded by Japan International Cooperation Agency (JICA) for Preparatory Survey for Private-Sector Investment Finance of Apemenyim – Daboase Bypass Road PPP Project in the Republic of Ghana. 
 
Index Consulting will be conducting economic, financial, social, environmental and risk analyses of construction, operation, and maintenance of a new bypass road (44 km) between Apemenyim and Daboase in southwest Ghana under PPP (Public-Private Partnership) scheme, which is part of the Abidjan-Lagos Corridor, which is a part of the trans-African highway of the ECOWAS (Economic Community of West African States) region. The project site covers a large proportion of West Africa’s population and links very vibrant seaports which serve all the landlocked countries of the region. Index Strategy, Inc., as a group company of Index Consulting, Inc., will participate in this preparatory survey as “external consultants”.  
 
In the past, the "ALL JAPAN" approach in which the entire supply chain for infrastructure development is Japanese to ensure high quality was promoted.
 
For this project, the "CORE JAPAN" approach, a newly developed concept where Japanese companies will be responsible for the core components of the infrastructure development in alliances with foreign companies, has been implemented.  
 
The expected SPC (Special Purpose Company) in this project consists of the following companies:
 Index Consulting, Inc. (Japanese company)
 MAEDA CORPORATION (Japanese company)
 Mota-Engil Engenharia e Construção África, S.A. (Portuguese company) 
 Strategic Initiatives Limited (Ghanaian company) 
 
Index Strategy will make best efforts to ensure that the project will lead to the commercialization under unsolicited proposal as a pilot model of overseas road PPP project, contributing to the international prosperity and solving social issues faced within the country for the socio-economic development of sustainable infrastructure.
