Index Strategy | MOU Signed with Ghana Ministry of Roads and Highways at TICAD9 Side Event

Yokohama, Japan – August 21, 2025 – Index Strategy, Inc. (CEO: Kimikazu Uemura) signed a Memorandum of Understanding (MOU) with the Ministry of Roads and Highways of the Republic of Ghana regarding contract negotiations for the Apemenyim–Daboase Toll Road Public-Private Partnership (PPP) Project. The signing took place at a side event of the 9th Tokyo International Conference on African Development (TICAD9) held in Yokohama.
 
The MOU was signed in the presence of 3xP Global and Japan's Ministry of Land, Infrastructure, Transport and Tourism (MLIT) as witnesses, underscoring both the credibility of the project and the strength of international cooperation.
 
The event, co-hosted by the Organization for PPP Promotion Support (OPPS) and the Embassy of Ghana in Japan, consisted of three parts: a seminar, a networking session, and the signing ceremony.
 
Seminar Highlights
In Part 1 of the program, keynote speeches were delivered by the Hon. Kwame Governs Agbodza, Minister for Roads and Highways of Ghana, and Mr. Kenichiro Tachi, Director of International Cooperation and Engineering for Infrastructure,  Overseas Project Division, Policy Bureau, MLIT, under the theme “Strengthening Africa–Japan Partnerships through Infrastructure Development.” A lively exchange of views followed, highlighting shared aspirations for deepened Africa–Japan collaboration.
 
Signing Ceremony
In Part 3, the MOU was signed covering negotiations for the development, implementation, and management of the project. Prior to the signing, congratulatory remarks were offered by Mr. SAKAI Manabu, Minister of State for Disaster Management; Minister of State for Ocean Policy; Chairperson of the National Public Safety Commission; Minister in charge of Building National Resilience; and Minister in charge of Territorial Issues, as well as Ms. Aida Ngom, Director for Private Sector Development at the African Development Bank.
 
About the Project
The project will involve the construction of a new 44 km bypass between Apemenyim and Daboase in Ghana’s Western Region, along with tolling and operating a parallel 55 km stretch of National Road 1—a combined total of approximately 100 km. Operated under a PPP model for 30 years, the project scope covers design, construction, operation, and maintenance.
 
Participating companies include:

・Mota-Engil (Portugal)
・Strategic Initiatives Ltd. (Ghana)
 
The feasibility study (FS) has already been completed, and the project is currently awaiting formal approval from the Government of Ghana.
 
This initiative forms part of the Abidjan–Lagos Corridor, a key regional infrastructure project linking Lagos (Nigeria) to Abidjan (Côte d’Ivoire). Once realized, it is expected to significantly enhance logistics infrastructure and drive economic growth across West Africa.
