Index Strategy | MOU Signed with the Government of Mozambique on Road PPP Project at TICAD9 Side Event
Yokohama, Japan – August 22, 2025 – Index Strategy, Inc. (CEO: Kimikazu Uemura) signed a Memorandum of Understanding (MOU) with the Government of Mozambique regarding the rehabilitation, development, and operation of national roads under a Public-Private Partnership (PPP) model. The signing took place at a side event of the 9th Tokyo International Conference on African Development (TICAD9) held in Yokohama.
The event, co-hosted by the Organization for PPP Promotion Support (OPPS) and the Embassy of Mozambique in Japan, consisted of three parts: a seminar, a networking session, and the signing ceremony.
Seminar Highlights
In Part 1 of the program, keynote speeches were delivered by Mr. Miguel Coanai, Deputy Director General of the National Roads Administration (ANE) of Mozambique, and Mr. Kenichiro Tachi, Director of International Cooperation and Engineering for Infrastructure, Overseas Project Division, Policy Bureau, Ministry of Land, Infrastructure, Transport and Tourism of Japan (MLIT), under the theme “Mozambique–Japan Partnership through Investment and Infrastructure Development.” The session featured an active exchange of views among participants, including Index Strategy representatives, on fostering cooperation through sustainable infrastructure development.
Signing Ceremony
In Part 3, an MOU was signed for a road concession project covering three major routes. Under this PPP-concession model, operational rights for specific road sections will be transferred to a private consortium for a fixed period, during which the consortium will oversee toll collection, maintenance, and management responsibilities.
The signing ceremony was attended by the Hon. João Jorge Matlombe, Minister of Transport and Logistics of Mozambique; Mr. Miguel Coanai, Deputy Director General of the National Roads Administration (ANE); and Mr. Kimikazu Uemura, CEO of Index Strategy, Inc. Witnesses to the signing included Mr. Takuro Kasao, Deputy Director General, MLIT, and Mr. Raul Marques, Head of the Sustainable Infrastructure and Executive Committee Member of 3xP Global, confirming the international cooperative framework under which this agreement was concluded.
