On August 21, 2025, at the Commemorative Ceremony of the Nineth Tokyo International Conference on African Development (TICAD 9), held in Yokohama, the Ghana Toll Road Public-Private Partnership (PPP) Project, promoted by Index Strategy, Inc., was showcased on stage as one of the flagship projects in the infrastructure sector.

 

This project was among 64 selected from over 300 Memorandum of Understanding (MOUs) signed in connection with TICAD 9. The ceremony was attended by Prime Minister Shigeru Ishiba of Japan, together with heads of state and leaders from Angola, Ghana, Kenya, and Côte d'Ivoire. Taking the stage to introduce the project were Mrs. Airi Ikedo-Okutani, Director and COO of Index Strategy Inc., alongside the Hon. Kwame Governs Agbodza, Minister for Roads and Highways of the Republic of Ghana.

 

The Ghana Toll Road PPP Project represents a long-term public-private partnership initiative for the operation of a newly constructed 44-kilometer expressway together with a 55-kilometer national road under a 30-year concession model. Index Strategy completed the feasibility study (FS) in partnership with Japan's Maeda Corporation, Portugal's Mota-Engil, and Ghana's Strategic Initiatives Limited, and is currently awaiting formal approval by the Government of Ghana.

 

This recognition follows Index Strategy's designation as a ‘TICAD9 Co-creation Company’ by the Ministry of Foreign Affairs' TICAD Secretariat, highlighting the project as a leading initiative toward the development of sustainable social infrastructure in alignment with the United Nations Sustainable Development Goals (SDGs).
