    Index Group has been preparing ERs for more than 25 years, ever since we prepared an ER for the first project with a foreign real estate investor in the early 1990s. This was well before the enactment of the "Act on the Securitization of Assets" (SPC Law) in the late 1990s, when foreign companies began securitizing real estate. Since then, as a pioneer in Japan, we have created more than 2,000 high quality ERs. Our target real estate includes a wide range of properties such as condominiums, office buildings, commercial complexes, hospitals, healthcare facilities, and public facilities.

    As part of our advisory services, we provide consultations and technical support related to buildings in general, including planning of repair work, confirmation of legal compliance and earthquake resistance, and handling of unexpected accidents and issues.

    Preparation of Engineering Reports

    In a building condition survey of an engineering report (ER), it is important to assemble an engineering team with a high level of expertise and survey capabilities that will not overlook any issues. Index Group conducts field surveys after checking and analyzing building drawings and related documents to create ERs that provide an accurate understanding of the building's deterioration and current state.

    On the other hand, we prepare ERs tailored to the client's needs, from simple evaluations to detailed investigations and analyses, regarding building compliance, medium- to long-term repair plans, seismic risk analysis (PML value), building environment surveys (asbestos, PCB, CFC gas, etc.), and soil contamination risk surveys. We also provide structural calculation review, seismic diagnosis, and seismic reinforcement planning.

    As an independent consulting firm that does not belong to any corporate group, we evaluate buildings fairly and objectively from a neutral standpoint and prepare highly accurate ERs backed by a high level of expertise, from technical aspects to related regulations. Another feature of our services is that we are able to provide the various reports required by our clients as a comprehensive, one-stop service.

    Preparation of medium- to long-term repair plans

    For medium- to long-term repair and maintenance plans, we prepare highly effective and detailed plans based on our vast database, considering the current state of deterioration of the building, the operation method of the facility, and the operating hours of the equipment. Repair plans can be prepared for short term (3 years or less), medium term (approx. 5 years), or long term (10 to 50 years), depending on the client's needs.

    The formulation of a medium- to long-term repair plan streamlines and levels out repair investments, making it easier to secure project budgets and create an investment management plan. It also leads to rational medium- to long-term repair management, in which repairs and renewals are planned from the perspective of preventive maintenance.

    Preparation of legal compliance surveys and structural calculation reviews

    Legal compliance surveys are conducted considering the Building Standard Law, Fire Service Act, and ordinances of specific administrative agencies, and reports are prepared on current legal non-conformities and existing inappropriate items through document research, on-site investigations, and interviews. We also provide support in proposing solutions for legal compliance and implementing improvement plans.

    We also review the structural calculations and various structural studies of existing buildings and prepare reports on the impact on the building and structural safety.

    In terms of support for legal compliance of existing buildings, we have accumulated a number of successful cases, such as "proposal of corrective measures and support for implementation of corrective works," "support for investigations of compliance with the Building Standard Law for buildings without an inspection certificate using a designated inspection agency," and "preparation of reports under Article 12, Paragraph 5 of the Building Standard Law, consultation with government offices, and acquisition of evidence of legal compliance”.

Professional engineers with advanced technical skills and extensive experience in architecture, facilities, structure, regulations, and costs act as in-house advisors, providing appropriate engineering support in response to issues and client needs.
