Index Consulting|Commissioned by Yokosuka City to Conduct the Utilization Study of the Yokosuka General Hospital Uwamachi Site

Index Consulting has been selected as the contractor for "the Utilization Study of the Yokosuka General Hospital Uwamachi Site" for Yokosuka City, solicited proposals through a public call.

Uwamachi Hospital (2-36 Uwamachi, Yokosuka City) will relocate to Shinmei-machi in March 2025 due to its decrepit. In this project, proposals are sought to conduct the site utilization following the relocation, select facilities for revitalizing the location area, then conduct interviews with these companies to investigate.

Over the years, Uwamachi Hospital has had 28 departments and a vocational school, where many patients, staff and students come and go. Therefore, it is predicted that the hospital's relocation will significantly impact the daytime population decline. Also, although the site has a vast area of approximately 39,428 m2, the facilities that can be built are limited because there is a landslide hazard warning area, and it is a category 1 medium-to-high-rise exclusive residential district. Furthermore, Yokosuka City is confronted with several issues, including a declining population due to a declining birthrate and aging population, rising social welfare costs, an increase in excessive out-migration, and a decrease in business and employment.

Given the current situation, Index Consulting proposed and was chosen for the project based on the below reasons. First, our experience in the regional revitalization and PPP (Public Private Partnerships) / PFI (Private Finance Initiatives)*. Second, our expertise in developing business strategies that contribute to the resolution of social issues. The last is our knowledge of public-private partnership projects from both the public and private sectors.

Index Consulting will promote the project through this work to achieve a mutually beneficial situation for Yokosuka City, its residents, and the private sector.

*PFI (Private Finance Initiative)
PFI is one of the procurement methods to implement public works.
It uses private-sector funds, management capabilities, and technical expertise (know-how) to design, build, renovate, renew, maintain, and operate public facilities. Clients would only be the local public bodies, and projects are only performed as public works.
