Preliminary Feasibility Study for Ghana Toll Road Concession Project

In Ghana, road transport accounts for 95% of the total transport volume which plays an important role in the overall development of social and economic infrastructure. On the other hand, the financial situation of the Government of Ghana is strained, and it is not realistic to expect the government to bear all the costs of road maintenance.
 
Index Strategy proposed to the Government of Ghana the implementation of concession scheme under PPP to address such challenges of the country.
 
With the concession scheme, the operation right is granted to a private sector for a certain period of time, allowing the road to be optimally maintained and renovated with added values. In the case of the road PPP project developed by Index Strategy, service areas with social housing along the corridor has been proposed to solve social issues, for the creation of employment and enhancement of the living environment of low-income people within the surrounding area. 
 
For the preliminary feasibility study funded by JICA (Japan International Cooperation Agency), optimal section and schemes have been evaluated taking into account different perspectives of economics, finance, legislation, risks etc.
 
As a result of the evaluation in the pre-feasibility study, the optimal section of Aburi – Mamfe – Koforidua with the concession scheme has been proposed to the Government of Ghana to ensure its social and economic viability of the project.
