Index Consulting｜Commissioned by Kurume City to Conduct the Feasibility Study on Adoption of PFI for Redevelopment and Operation of Kurume Bicycle Racetrack
Index Consulting has been selected as the contractor for "the Feasibility Study on Adoption of PFI for Redevelopment and Operation of Kurume Bicycle Racetrack" for Kurume City, solicited proposals through a public call.
The project team was asked to make a proposal for selecting the most appropriate project method from a comprehensive perspective after conducting a quantitative comparison and qualitative evaluation of the possibility of introducing private finance initiatives (PFI)*, etc., utilizing the expertise, techniques, methods, information, and experience of private operators, based on the "Kurume Bicycle Racetrack Re-development Basic Plan," which is currently being formulated for the redevelopment of the aging Kurume Bicycle Racetrack.

The project team was asked to make a proposal for selecting the most appropriate project method from a comprehensive perspective after conducting a quantitative comparison and qualitative evaluation of the possibility of introducing private finance initiatives (PFI)*, etc., utilizing the expertise, techniques, methods, information, and experience of private operators, based on the "Kurume Bicycle Racetrack Re-development Basic Plan," which is currently being formulated for the redevelopment of the aging Kurume Bicycle Racetrack.
Overall sales of the bicycle racing industry, which had been declining since its peak in 1991, have increased for eight consecutive years since 2014 due to the holding of nighttime and midnight bicycle races as well as a significant increase in internet voting sales.
While sales at Kurume bicycle racetracks have increased, as has the industry, the number of visitors has been declining year after year, and most of these visitors are elderly.
Furthermore, Kurume Bicycle Racetrack has some profitability issues, such as some of the facilities failing to meet earthquake resistance standards, aging facilities, and increased maintenance and repair costs due to the excessive size of the facilities concerning the decrease in visitor numbers. So it is planned to downsize the facilities and equipment appropriately.
Given the current situation, Index Consulting proposed and was chosen for the project based on the below reasons. First, our experience in the regional revitalization and PPP (Public Private Partnerships) / PFI (Private Finance Initiatives)*. Second, our expertise in developing business strategies that contribute to the resolution of social issues. The last is our knowledge of public-private partnership projects from both the public and private sectors.
Index Consulting will promote the project to ensure that the redevelopment of Kurume Bicycle Racetrack makes steady progress.
*PFI (Private Finance Initiative)
PFI is one of the procurement methods to implement public works.
It uses private-sector funds, management capabilities, and technical expertise (know-how) to design, build, renovate, renew, maintain, and operate public facilities. Clients would only be the local public bodies, and projects are only performed as public works.
