CEO MESSAGE

Social System Design. The company name was given by Professor Emeritus Hideaki Miyata (former president), who played a central role in the founding of the University of Tokyo's Department of Systems Innovation in the Faculty of Engineering and was awarded the Japan Academy Prize and Imperial Prize in 2011. Through our projects, we will solve social issues and provide value creation in this new era. Our mission is to put this into practice as project managers. As we enter a society with a declining population, we need to redesign the social systems that were built in the past during the era of rapid economic growth to fit the current era. I felt that this was the role of the project manager, and when we ventured into the area of infrastructure development through public-private partnerships and reconstruction following the Great East Japan Earthquake, I asked Professor Miyata to join the Index Group, and he became our first president. Today, we are developing support for public and social infrastructure development, regional development, and optimization of regional power systems based on public-private partnerships (PPP). In Japan, not only public infrastructure such as roads, water, and sewage systems, but also social infrastructure such as museums and arenas have been maintained and operated by the public. However, the infrastructure that was developed with Japan's rapid postwar growth is aging and in need of renewal to meet the needs of the DX era, but local governments are finding it increasingly difficult to raise funds or allocate personnel for infrastructure renewal and maintenance due to a decline in the number of users and deteriorating financial conditions caused by an aging and shrinking population. In addition, in 2008, Prof. Miyata announced that he had started a project to develop an infrastructure for the future. In 2008, Professor Miyata also launched the Rechargeable Battery Social System Study Group to deepen his research on the optimization of electricity management in local communities using renewable energy and storage batteries. Algorithms control the demand and supply of electric power, and the power generated in the region is used in the region without loss. Amidst the paradigm shift that batteries can be stored, the company sought to bring about a kind of industrial revolution in the local production and local consumption of electricity. In order to achieve carbon neutrality by 2050, it will be necessary to introduce such new power management. PPP is the most effective means of realizing social system design in the DX era. It is no exaggeration to say that PPP is the most effective means of realizing system design. Unfortunately, Professor Miyata, who served as our former president, passed away in December 2024, but I would like to carry on his legacy and realize the happiness of the people and international contributions through helping to change the social system of this country into one that fits the current era.

    In the Edo era, SHIKKAI-YA was a project manager who organized various craftsmen to deliver kimonos in response to the clients' requests. We serve our clients with the spirit of a SHIKKAI-YA who responds to all requests in every way.

Shikkai is a term originating from the traditional Japanese kimono-making process. In the 40 steps of the kimono-making process, from the untouched fabric to the finished product, the Shikkai-ya, who coordinated the various craftsmen and their skills in thread-making, weaving, dyeing, etc. to create a single piece of clothing, had the roles of a programmer, producer, creative director, sales, and production manager.
The Japanese culture has nurtured a spirit of harmony and respect for coexistence with nature and society. As a modern Shikkai-ya (Japanese-style project manager), Index Group respects the differences in gender, age, race, culture, occupation, and position of the various stakeholders, which is a key concept in our corporate culture.

    Takashi Okada

    After participating in the founding of a major think tank and serving as its chief researcher, he became a director of SSD in December 2022 and has been involved in institutional design related to PPP/PFI, advisory services for various PPP projects, and planning and implementation of regional development policies and measures. SSD provides various proposals and support for the construction of social systems for the new era.

    Hironori Kakegawa

    He joined Index Group after serving as a director of a non-profit organization. Kakegawa is mainly responsible for regional development and PPP/PFI projects. He has supported the formation and operation of meetings consisting of many related parties, project scheme studies in the conception and planning stages, and formulation of project income and expenditure plans. He contributes to the smooth promotion of projects by providing project management services that are tailored to the client's needs.

    Reiga Kim

    After obtaining a doctorate in area management (environmental studies), she worked for a design firm and a non-profit organization before joining Index Group. Mainly in charge of PPP/PFI projects related to arenas. Currently, she is involved in site utilization studies, PFI feasibility studies, and PFI study support work, and promotes projects as a partner who co-creates alongside clients.
